I have not been able to find any solutions that could reduce my save file size down to where it would be playable again for fallout 4. With that though in mind, I wanted to ask you all what would be the proper process for a complete clean reinstallation of: the game, my mods, and if it is possible, to keep the save progress I currently have. The Loot Overhaul mod and its patch are a necessity for Fallout 4's modded survival mode. The patch is a must-download since it'll also cover all of Fallout 4 's DLCs. The mod scene has fractured, some mods (like Flashy Joe's) have yet to be put somewhere, so there isn't really any "best place" for mods.
